Welcome to Compass, pointing you to affordable housing in the Tees Valley

Compass is the Choice Based Lettings Scheme (CBL) for the Tees Valley sub region. Compass is made up of the following partner organisations:

Our aim is to help you find an affordable home in the Tees Valley and to give you more choice in deciding where you
would like to live.  We will do this by giving you advice about a range of housing options, such as council and
registered social landlord rented accommodation, low cost home ownership options and private rented accommodation.


If you want to be considered for housing in any of the local authority areas in the Tees Valley, you will need to
register with the scheme online or by appointment with the partner organisation operating in the area in which you live:

Compass Common Allocation Policy - Please note that the Compass Common Allocation Policy will be amended following the recent review and consultation which took place between July and September 2012.


There are various amendments that have been implemented with effect from April 2013* but the Compass partners would like to draw your attention to the following :-

  • A 'one offer' policy will be introduced**

  • Families will be able to bid on all property types, not just houses
    People with a child or children under the age of 10 or women who are 28+ weeks pregnant, occupying accommodation above ground floor will
    not be given any priority in light of this amendment.

  • Applicants in Low-paid employment will have some additional preference***

*      Unfortunately, due to technical difficulties, the additional preference for applicants in low paid employment will be delayed slightly.  We will  
        provide an update shortly.   
**    Applicants in Hartlepool will not be subject to the 'one offer' policy.  
***  Applicants in Hartlepool will not have any additional preference for being in low-paid employment

  • Update to housing legislation and policy in regards to the Armed Forces - The government announced that additional
    preference should be awarded to Armed Forces personnel with effect from the 30th November 2012. Further details
    can be found within our prioritising applications section.

Stockton Council's Rent to buy scheme at Hardwick Green offers people who would like to get on the property
ladder the opportunity to rent a property for five years - after which you will be given the option to buy your home.

Mutual Exchange

Interested in exchanging your social housing property with another tenant in the Tees Valley?    You will need to
complete an online Mutual Exchange application to participate.   Please see the Mutual Exchange  page to find out
how to register and use this service.

Please note that this housing option is only available to tenants of the Compass CBL Partnership and an exchange
will be at the discretion of your housing manager.  You must not have breached your tenancy and should have a
clear rent account.
